Competitive Tendering and Contracting

The following corporate contracts have been put in place in response to the government’s decision to market test core corporate services. A competitive tendering and contracting approach was advocated by the government as a means of delivering more client focussed services while achieving savings and maintaining accountability.

Information technology services have been outsourced to Ipex ITG Pty Ltd as part of the Group 8 initiative. These services commenced on 26 June 2000. The initial term of the contract is five years.

Property Services have been outsourced to Jones Lang LaSalle (NSW) Pty Ltd since 3 July 2000. The initial term of the contract is three years with an ongoing two-year option. Following a comprehensive review, the department has decided to extend the initial term of the contract for two years, subject to negotiation on specific service level requirements.

The department’s legal services are outsourced to Minter Ellison Lawyers under contract and to a supplementary panel of legal service providers under a deed of standing offer. The contract commenced in July 2000 with an initial term of three years. The option to extend the contract was exercised and the time frame has been extended to July 2005. Panel arrangements have been extended for twelve months to July 2004.

UnitedKFPW (a member of the United Group Ltd) purchased the original human resource contract from PriceWaterhouseCoopers on the 20 December 2002. The original contract for the provision of human resource services was for three years commencing on 1 September 2000 with an option to extend the contract. Following a comprehensive review, the department has decided to extend the contract for two years, subject to negotiation on specific service level requirements.

From 1 January 2002 internal audit services were provided through a co-sourced arrangement between the department and a panel of service providers. The primary service provider is Ernst & Young and the other panel members are Deloitte Touche Tohmatsu and Acumen Alliance. The arrangement is for a three-year period with two one-year options.
