2.1 Outcomes and performance information

Government outcomes are the intended results, impacts or consequences of actions by the Government on the Australian community. Agencies deliver programs which are the Government actions taken to deliver the stated outcomes. Agencies are required to identify the programs which contribute to Government outcomes over the Budget and forward years.

Each outcome is described below together with its related programs, specifying the performance indicators and targets used to assess and monitor the performance of BA in achieving government outcomes.

Outcome 1: The maintenance and improvement of overseas market access, and the protection of the economy and the environment from the negative impacts of exotic pests and diseases, through policy advice and science-based risk assessments.
Outcome 1 Strategy

In order to achieve this outcome, BA will conduct quarantine risk assessments and provide scientific and technical advice to:

  • contribute to quarantine and biosecurity policy decisions
  • gain, improve and maintain Australia’s access to international animal and plant related markets.

Program 1.1: Biosecurity Australia

Program objective

BA conducts quarantine risk assessments and provides scientific and technical advice to:

  • contribute to quarantine and biosecurity policy decisions
  • gain, improve and maintain Australia’s access to international animal and plant related markets.

Program expenses

It should be noted that the ‘Enhancing Biosecurity Protection’ program is scheduled to lapse at the end of 2009–10 and a reduction of $1.500 million per year is factored into estimates for 2010–11, 2011–12 and 2012–13. The ‘IRA—Improving quarantine processes’ program is scheduled to lapse at the end of 2011–12 and a reduction of $2.891 million is factored into estimates for 2012–13.

Program 1.1 Deliverables

BA assesses proposals for market access to import animals, plants and their products into Australia. Import requests may come from various sources, including importers, industry and Australia’s trading partners.

BA provides scientific advice regarding quarantine risk to the Director of Animal and Plant Quarantine and to AQIS.

BA also provides technical and scientific expertise to help Australian producers to maintain international markets and to access new markets. The agency works to ensure quarantine conditions for animal and plant related exports reflect Australia’s favourable health status and are negotiated with the aim of being least trade restrictive.
