Upper North District including Annex

The exceptional circumstances declaration for the Upper North District including Annex will cease on 31 March 2010.

All producers in the Upper North District including Annex exceptional circumstances (EC) declared area are eligible to apply for income support payments and interest rate subsidies*.

Agriculture-dependent small business operators who derive 70 per cent of their turnover from agriculture in any EC declared area are also eligible to apply for income support payments and interest rate subsidies.

Note: If your small business: is located in a town that is substantially reliant on farm incomes and has a population of 10,000 or less; and is in an EC area (including prima facie areas); and can demonstrate a significant downturn in income due to the drought, you may be eligible for assistance.

Producers and small business operators should not self-assess their eligibility for income support but should call the Drought Assistance Hotline on 13 23 16.

Area Descriptions

The Upper North District including Annex EC declared area is defined as the land enclosed by:

The Eastern and Northern boundaries comprising and including the portion of the Hundred of Terowie north and east of the Yongala-Whyte-Yarcowie roads and the Barrier Highway, the Hundreds of Gumbowie, Morgan, Erskine, Oladdie, Yanyarrie, the part of the Hundred of Moockra within the District Council of Mount Remarkable, the Hundreds of Coonatto and Willochra except for the portion south and west of the Horrocks Pass and Wilmington-Melrose roads, the south-west part of the Hundred of Palmer, bounded to the east by the north-south road through Stephenston and to the north by the Carrieton to Quorn road to the Quorn to Hawker Road, west of the Quorn to Hawker Road and west of the north-south road through Simmonston and Partacoona to the northern boundary of the Hundred of Kanyaka.

The Western boundary is comprised of the western boundaries of The Flinders Ranges District Council and the District Council of Mount Remarkable and the western boundaries of the Hundreds of Baroota and Telowie.

The Southern Boundary is comprised of and includes the southern boundary of the Hundred of Telowie, those portions of the Hundreds of Telowie, Baroota and Winninowie west of the Lower Flinders Ranges escarpment, the Hundred of Woolundunga except for the south east portion, south of where the Horrocks Pass road abuts the Hundred of Winninowie to the eastern border of the Hundred of Woolundunga, the portion of the Hundred of Willochra north-east of the Horrocks Pass and Wilmington-Melrose roads, the portion of the Hundred of Gregory to the east of the Wilmington-Melrose and Moultons roads, the portion of the Hundred of Wongyarra north and east of the Blinmans and Melrose-Black Rock roads, the portion of the Hundred of Booleroo north of the Melrose-Black Rock road, the portion of the Hundred of Pekina north of the Melrose-Black Rock and Pekina-Yongala roads, the portion of the Hundred of Black Rock Plain north and east of the Pekina-Yongala road, the portion of the Hundred of Yongala north of Pekina-Yongala and Yongala-Whyte-Yarcowie roads, the portions of the Hundred of Whyte north of the Yongala-Whyte-Yarcowie road and east of the Barrier Highway.

Annex Area

The Annex Area is defined as the portion of the Hundred of Appila east of the Yandiah-Pine Creek road and the portion of the Hundred of Tarcowie west of the Tarcowie-Caltowie road and south of the Booleroo-Tarcowie road. The other smaller part of the area is defined as the Hundred of Mannanarie to the east of the Depot road, north of Langs road, east of Stock and Torre roads and north of the Mannanarie-Yongala road east of Torre road.
