Mallee-Northern Wimmera (including Annex)

Exceptional circumstances assistance for Mallee-Northern Wimmera (including Annex) will continue under the Mallee-Northern Wimmera revised EC declaration until 31 March 2009.

The Mallee-Northern Wimmera revised EC-declaration now includes those parts of the former Eastern Mallee, Mallee South East and Murray EC declarations that are in the Rural City Council of Swan Hill and Buloke Shire areas.

All producers in the declared area are eligible to apply for income support payments and interest rate subsidies.

Agriculture-dependent small business operators who derive 70 per cent of their turnover from agriculture in any EC declared area are also eligible to apply for income support payments and interest rate subsidies.

Note: If your small business: is located in a town that is substantially reliant on farm incomes and has a population of 10,000 or less; and is in an EC area (including prima facie and interim assistance areas); and can demonstrate a significant downturn in income due to the drought, you may be eligible for assistance.

Producers and small business operators should not self-assess their eligibility for income support but should call the Drought Assistance Hotline on 13 23 16.

Area Description

The Mallee-Northern Wimmera EC declared area boundary follows from Horsham, west along Winnera Highway approx 4km prior to where the Natimuk boundary meets the Wimmera River, north along the Wimmera River to the junction of the Wail State Forest boundary, west along the boundary of the Wail State Forest shown as grey – Crown Land, where the Forest ends at the junction of Lawloit Track proceed north to where the Lawloit Track becomes the Pine Hill Road and the junction of Lawloit road and Pine Hills Road; from Lawloit, left along the Western Highway through Kaniva and 2km past to Lillimur; from Lillimur right into Lillimu-Yearinga Road which becomes the Murrawong Road, north to the Murrawong Rd for approx 26km to intersection with Edgerley Road, east along Edgerley Road for approx 7km to the junction with Boundary Road, north for 16km to the intersection with Sanders Road, right into Sanders Road and travel approx 4km to the Big Desert Wilderness Park, east along the crown land private land boundary (Shire boundary of Hindmarsh and Yarriambiack); from Albacutya, adjacent to the Albacutya Lake boundary along the western southern, eastern and northern boundary until meeting the Big Desert National Park again, following the crown land private land boundary until the junction with the Hopetoun Walpeup Road (the latter part of the crown land boundary is the Wyperfeld National Park), north along the Walpeup Hopetoun Road to the Yarto-Speed Rd, right into the Yarto-Speed Rd and travel NE to join the Patchewollock Sea Lake Rd and travel a further 4km east into Speed; from Speed, east along the Patchewollock-Sea Lake Rd through Stratton, left into McKenzies Rd, north crossing the Nadaly Henders Road and the road becomes the Boundary Road and joins the Calder Highway, west along Calder Highway to the junction with the Sunraysia Highway, south 3.5km along the Sunraysia Hwy, west along the crown land private land interface on the western side of the Highway. This crown land is the start of the Bronzewing Flora and Fauna Reserve.

The private land inside the crown land that abuts the northern boundary of the Yarriambiack Shire and the junction of the Walpeup-Hopetoun Rd. The private land is all included in the area; from Walpeup, the Walpeup South Road (the western extent of the area abutting the crown land), north up the Walpeup South Road to Walpeup; from Boinka, west along the Mallee Highway to the Boinka North Road, north along the Boinka North Rd to meet crown land; from Wemen North and West (northeast is the interface of crown/private land), the junction of Ryans road (from the Annuello Flora & Fauna Reserve) is at Wemen and Ryan’s Rd is also the Shire boundary between the Rural Cities of Mildura and Swan Hill; from Wemen, the Murray river to the South Australian border then the Murray Sunset National Park, (the crown land) boundary to the junction of the Boinka Rd; from Wemen South and East, following the local Government boundaries between the Rural Cities of Mildura and Swan Hill, south and east (this also the intersection of Leitpar School Road and the Miralie/Cocamba road), east along the Miralie/Cocamba road to the Murray Valley Highway approx 9km north of Nyah; from Swan Hill, south along the Murray Valley Hwy to Swan Hill, following the two existing EC declarations (SE Mallee Dryland and the Eastern Mallee) to the junction of the Southern boundary of the E/Mallee EC the Loddon and Buloke Shire Boundary, south along the Loddon/Buloke shire boundary to the intersection with the Bendigo-St Arnaud Rd; from St Arnaud-Horsham, west to St Arnaud and then follows the Wimmera Hwy west through Marnoo, Rupanyup, Murtoa and into Horsham.

The Mallee-Northern Wimmmera Annex covers all freehold land in the Rural Cities of Mildura and Swan Hill and the Shires of Buloke and Yarriambiack north of the Wimmera Highway not currently EC declared; and all public land in the Rural Cities of Mildura and Swan Hill and the Shires of Hindmarsh, Yarriambiack and Buloke leased for farming purposes.

Buffer Zone

A Buffer Zone applies to an area seven-kilometres from the boundary of the Mallee-Northern Wimmera EC declared area, excluding that part of the boundary adjoining public land and other EC-declared areas. Producers in this Buffer Zone will also be eligible for aid if they can establish their properties have been similarly affected by drought.
