Dairy Adjustment Authority - DAA
The Dairy Adjustment Levy Termination Act 2008 provides for the finalisation of the Dairy Industry Adjustment Program, including the formal closure of the DAA. The Melbourne office of the DAA closed on 19 December 2008. Under the Dairy Adjustment Levy Termination Act 2008, the Department of Agriculture, Fisheries and Forestry has assumed the powers and functions of the DAA.
History
The DAA was established as a statutory authority under the Agriculture, Fisheries and Forestry portfolio by the Dairy Industry Adjustment Act 2000. The DAA was responsible for administering applications, making eligibility determinations and overseeing payments, for the Dairy Structural Adjustment Program 2000 and the Supplementary Dairy Assistance Scheme 2001, which were the main components of the Dairy Industry Adjustment Program.
After eight years of operation, the final scheduled quarterly payments to unitholders were made in April 2008. Between making the final to payment to farmers, and its formal closure on 31 December 2008, the DAA focused on finalising its 2007-08 reporting obligations and making deceased estate and failed credit payments.
The DAA granted payment rights to the value of $1.628 million to 29,945 eligible dairy producers under the Dairy Structural Adjustment Program. Under the Supplementary Dairy Assistance Scheme, the DAA has granted market milk payment rights to the value of $101.75 million to 7,742 eligible dairy producers and discretionary payment rights totalling $18.40 million to 662 eligible dairy producers.

I haven't received any payments lately. Why not?
The scheme was for 32 quarterly payments and the last payment was made in April 2008.
Is it taxable income?
Yes, the income from your DSAP or SDA payment is assessable, and therefore you can be taxed.
Can I get a copy of my financial statement for the financial year?
Yes we can provide one to you. We need your URN number and your current address. Please be aware that we can only provide this information to the legal holder of the units.
I have a debit/credit on my bank account where my DSAP/SDA payments were deposited. Why is this?
This is an issue between you and your bank. The DAA made payments to your account for 32 quarters from July 2000 to April 2008. If there is a debit or credit on your account then this needs to be discussed with your bank.
I have changed my address and wanted to notify you
The payments have now ended as the last payment of the scheme was made in April 2008. There is no need to notify us of your change of address unless you require an annual tax statement.
I am the executor to a will, and the deceased held a DSAP or SDA payment right. How do I know if the deceased received his/her total entitlements?
Contact DAFF, who can advise you on whether the deceased received all of his/her payment rights.
