Quota administration: What we do

  • The Department of Agriculture Fisheries and Forestry (DAFF) assumed responsibility for the red meat quotas in July 1997 following the closure of the Australian Meat and Livestock Corporation.

DAFF, in conjunction with Dairy Australia and the Dairy Industry, assumed responsibility of dairy World Trade Organisation (WTO) quota controlled markets in 2004 and Free Trade Agreement (FTA) quota controlled markets in 2005.

The Quota Unit manages 23 quota controlled markets, collects export data for statistical purposes and issues quota certificates.

Data Collection

The Quota Unit collects and manages the data presented on this website for commercial and government use. The data comes from the Request for Permits (RFPs) received by AQIS.

Quota Certificates

A Quota Certificate is only required  for those destinations, meat or dairy types mentioned above. Furthermore, a Quota Certificate can only be issued to those exporters that have an ENTITLEMENT account balance to cover the RFP kilograms or litres, except in the case where first come first serve arrangements apply.

Red Meat or FTA Dairy Quota Certificates

The RFP contains the information required for the Quota Certificate.  When the RFP is received by the Quota Unit, an approval is issued.  The approval is sent to the exporters for their information.

For EU shipments, a quota certificate is issued showing the RFP details.  A  duplicate copy is kept by the Quota Unit and the Original and 2 duplicates are sent to the exporter. 

For quota shipments to the US the quota certificates are issued in electronic form (known as e-certs).  E-certs are sent directly to US Customs with a more detailed version (known as an e-cert notification) sent to the exporter.

WTO Dairy Quota Certificates

If required for the EU the Electronic Data Interchange (EDI) user should request the IMA1 certificate through the AQIS EXDOC system.  The Melbourne office will issue both the health certificate and the 1MA1 certificate. Documentation staff will then notify the Quota Unit to apply for an approval number.

Performance and Entitlement

The use of  Performance word.gif Word [26 kb] and Entitlement word.gif Word [25 kb] Accounts is the means through which the Quota Unit monitors quota usage.  The Quota Unit  acts as the ‘bank’ and is not involved in commercial or pricing arrangements between quota holders.
