The Australian Government Department of Agriculture, Fisheries and Forestry (DAFF) recently funded an independent review of the department’s approach to administering Australia’s entitlements under the European Union high quality beef quota scheme. The review was also part of the government’s normal review process for arrangements that limit access to markets.
This communication is to inform you that the draft response to the review is now available for comment.
The review examined the effectiveness and efficiency of the current quota arrangements, with an emphasis on use, by new entrants, of non-standard quota.
A number of recommendations have been made to modify the existing administrative arrangements.
The main characteristics of the recommendations are:
- Entitlement to standard quota is still based on an allocation process but will be calculated on a three year rolling average of recorded shipments.
- The 500 tonne non-standard quota is still set aside for new entrants but with modified conditions and provision for access by standard quota holders.
- The ability to trade quota (or transfer) is still available but has limitations imposed, including the amount that can be traded.
- Penalties may be applied for unused quota and forfeitures of quota for non-payment of fees.
- Fees still apply to initial quota allocations but will also be applied to any other subsequent allocations during the quota year.
- The first-come-first-served system will be applied earlier in the quota year.
The consultant’s report and the draft response to the recommendations are attached below for your consideration.
