Independent Assessment of the Sugar Industry

Welcome to the Independent Assessment of the Sugar Industry
(also known as the Hildebrand Report).

On 15 February 2002, the former Minister for Agriculture, Fisheries and Forestry announced that the Federal Government had commissioned an Independent Assessment of the Sugar Industry.

The assessment, conducted by then Chairman of the Sugar Research and Development Corporation Mr Clive Hildebrand, was released by former Minister for Agriculture, Fisheries and Forestry in June 2002 and is available at: Report of the Independent Assessment of the Sugar Industry. - Media Release by Former Minister for Agriculture, Fisheries and Foresty

The assessment included consultation meetings and written submissions from a wide range of stakeholders including:

  • industry personnel from grower and miller sectors in Queensland, NSW and WA,
  • industry organisations (including local and state representatives from CANEGROWERS, Australian Sugar Milling Council, Australian Cane Farmers' Association, NSW and the Ord River),
  • Federal & State Government Agencies, including the Qld Department of Primary Industries and the Great Barrier Reef Marine Park Authority, and
  • other interested organisations (the CSIRO, the Cooperative Research Centre for Sustainable Sugar Production and representatives of several 'sugar' municipalities).

Over 200 written submissions were received from sugar industry stakeholders and interested individuals. The Assessment's Terms of Reference and a selection of submissions are available from this site.
