Horticulture Exports Consultative Committee

Background

Both AQIS and industry have agreed that HECC should be the principal forum by which AQIS consults with industry and by which industry advises AQIS on:

  • export inspection and certification
  • market access, maintenance and improvement
  • quarantine matters
  • AQIS policies and strategies
  • quality assurance
  • finance, and
  • other related issues

Accordingly, the AQIS Horticulture Export Program only introduces major policy or operational changes after proposals have been discussed with HECC. The committee recognises that final responsibility for decision-making on phytosanitary matters rests with AQIS, which has statutory authorisation under the Quarantine Act 1908 and the Export Control Act 1982.

AQIS's commitment to HECC fulfils that part of the Government Reform Agenda which requires AQIS to demonstrate increased accountability to, and consultation with industry. In effect, AQIS and industry work in partnership in the Horticulture Exports Program in the long-term interests of industry as a whole.
