Horse Industry Consultative Committee (HICC)
Function
The Horse Industry Consultative Committee (HICC) is the principal consultative forum for the Australian Quarantine and Inspection Service (AQIS) to engage with industry on equine biosecurity, quarantine and market access issues and related animal health and welfare matters.
Aim
The aim of HICC is to facilitate effective communication and partnerships between AQIS and industry stakeholders.
Terms of Reference
Within the framework of the Government’s policies relating to quarantine and export inspection functions delivered by AQIS, the HICC will:
- act as the principal consultative group between AQIS and industry on operational, policy and strategic issues
- consider and provide advice to AQIS on relevant matters relating to horse imports and exports
- ensure that the HICC acts as an effective conduit for information exchange between the industry and AQIS.
Specific matters the HICC will consider and provide advice on include:
- implementation of the Government’s response to the Equine Influenza Inquiry Report
- significant proposed changes to policy and operational procedures
- program budgets, cost recovery mechanisms and fee structures.
