Changes to the AQIS/MAFBNZ Schedule of Aircraft Disinsection Procedures and Compliance Agreement Documentation

2009/02

The purpose of this notice is to advise industry that the Australian Quarantine and Inspection Service (AQIS)/Ministry of Agriculture and Forestry Biosecurity New Zealand (MAFBNZ) Schedule of Aircraft Disinsection Procedures has been revised, endorsed by the joint government Trans-Tasman Disinsection Committee and is now ready for implementation. Additionally, minor changes to the Pre-embarkation and Residual Compliance Agreement documentation have been made.

The revised AQIS/MAFBNZ Schedule will simplify the administration surrounding disinsection by freeing up resources for the aviation industry and quarantine services and providing faster clearances and more effective compliance audits.

Some of the amendments to the AQIS/MAFBNZ Schedule include:

  • Contact details for both MAFBNZ and AQIS included
  • Pre-embarkation disinsection treatments included on ADI
  • Spray rates listing separated and now located on the AQIS website
  • Improved procedures for small aircraft and freighters
  • Top of Descent Disinsection renamed to Pre-flight and Top of Descent Disinsection
  • Exhausted cans will now be required along with certificates and the serial number for each can noted on the certificate
  • Non-compliance and bioassay information removed
  • Listings of approved applicators removed

Some of the improvements to the Pre-embarkation and Residual Disinsection Compliance Agreements include:

  • Schedule and Operational Procedures Statements have been combined into one document
  • Formatting and terminology amended for easier reading, while requirements remain unchanged

As a result of amending the AQIS/MAFBNZ Schedule and the Compliance Agreements for Pre-embarkation and Residual Disinsection all current Compliance Agreements will need to be renegotiated.

AQIS will be sending out new Compliance Agreement packages by post to affected parties. Alternatively, you can download the new Compliance Agreement documents.
