These certificates must be used in the event that either AQIS or Export Documentation Interface (EDI) users cannot use EXDOC (AQIS’ electronic export documentation system) due to system failure, EDI user software/network failure, communication breakdown or other reason. Exporters who choose to use manual certificates whilst EXDOC is available will incur fees for manual documentation which apply both to the export permit and the health certificate or certificate as to condition and to any supplementary certificates.

Procedures

  • Exporters or EDI users must print 4 blank copies of each certificate.

  • Certificates must be printed on AQIS security paper. EDI users should ensure that they have an adequate amount of AQIS security paper for contingency purposes.

  • In the event of a system failure companies must provide the AQIS with a copy of the Request for Permit (RFP) print-out supplied by the exporter, or in circumstances where an RFP cannot be generated, the exporter must prepare either a manual Form EX28 Notice of Intention to Export or EX222 Export Clearance Declaration.

  • The company will then complete the details on the pre-printed health certificates and present both the export permit or notice of intention to export (RFP printout, EX28 or EX222) and the health certificate for signing by AQIS Documentation Section. AQIS Documentation Section will enter the health certificate number on the document and will issue the Export Permit (if needed) and Health Certificate to the exporter.

  • The procedures and rules for completing manual certificates and export permits will be identical to the current electronic rules, ie they must meet legislative and importing country requirements.

  • Companies will need to make separate arrangements to meet the requirements of Australian Customs Services.

  • Companies must retain copies of all documentation for audit purposes.
