Export Reform for the Live Animal Exports Industry
The Joint Live Animal Exports Industry/Department of Agriculture, Fisheries and Forestry (DAFF) Ministerial Taskforce (MTF) was set up to review and streamline the export process for the live animal export industry. The Taskforce has made significant progress in its reform agenda.
Key reform priorities include developing and delivering IT systems to support live animal export activities.
Revised fees and charges
The Live Animal Export fees and charges model will see industry return to full cost recovery as agreed in 2009. Fees and charges are currently being reviewed which seek to underpin broader changes in operations that will provide greater flexibility to the export industry.
Fees and charges incurred to 30 June 2011 attracted a government rebate of 40 per cent. From 1 July 2011 exporters will pay 100 per cent of the current fees and charges until a new fees and charges model is finalised.

New IT systems
Audit Management System
The Audit Management System (AMS) is an interactive web portal that will support live animal audit processes. It will streamline data entry, analysis and reporting and replace current manual systems. The AMS is being developed to span the live animal, dairy, fish, grain, horticulture and meat export industries.

Manual of Importing Country Requirements (MICoR)
A new IT system, known as MICoR, is being developed to include all known importing country requirements for live animal, dairy, fish, grain, horticulture and meat exports. The data in existing databases (PHTYO for horticulture and grain exports, ANIMEX for live animal exports and Vol II for meat exports) is now being reviewed to ensure it will translate easily into the new system.

Tracking Animal Certification for Exports (TRACE)
TRACE is a new online system to manage the application and approval processes for all live animal consignments exported from Australia. TRACE is being implemented in four separate releases.
TRACE will assist with the export consignment approval processes for industry and DAFF. Through a reduction in double handling and data entry, TRACE will streamline export documentation submission and facilitate approvals being issued to exporters.

About the Export Certification Reform Package (ECRP)
The $127.4 million ECRP aims to deliver more efficient export certification and inspection services, and reduce AQIS fees and charges for exporters. This reform will result in a world–class export certification system based on improved Australian legislation, all developed in partnership between industry and government.
Continuing to meet importing country requirements and facilitating market access to grow Australia’s $32 billion agricultural export industry, are priorities under the package.
Current fees and charges were agreed with industry in 2009 and were associated with the reform package which included a 40 per cent rebate until 30 June 2011. This is in line with the Beale Review, which recommended export certification functions should return to full cost recovery.
