Purpose
To notify all members of the export industry of the disallowance of the new AQIS export fees and charges implemented on 1 July 2009.
Issue
In line with the recommendations of the independent review of quarantine and biosecurity arrangements, the Beale Review, the 40% subsidy applied to AQIS export certification functions lapsed as scheduled on 30 June 2009. New export fees and charges were implemented on 1 July 2009 to support a return to full cost recovery. The Minister for Agriculture, Fisheries and Forestry announced $60 million in funding to support reform of export certification services to coincide with this return to full cost recovery.
On 15 September 2009 the Senate passed a motion to disallow the new fees and charges.
Following disallowance, AQIS export fees and charges immediately revert to those that were in place prior to 1 July 2009. AQIS is updating its financial systems and the fees and charges information on its website to reflect this change.
It is important to note that the disallowance of the export fees and charges does not reinstate the 40% assistance which was in place prior to 1 July 2009. Consequently, significant shortfalls in funding will be experienced by all export programs.
Charging Guidelines
The fees have reverted back to the charges pre 1 July 2009. Attachment 1 details the fees and charges.

* Please note all costs for livestock by sea are rolled into the per head rate to cover all AQIS charges for the consignment. All shipments finalised with health certificates issued prior to 16 September 2009, will be charged at the previous per head rate. Any shipment processed prior to 15 September 2009 but health certificate issued from 16 September 2009 or later will incur the current per head fee rate as set out above.
Furthermore the following countries that were added to the livestock by sea tier system in the charging guidelines post 1 July 2009 will no longer appear in the tier system and will be charged at an hourly rate of $192.00 ($48.00 per quarter hour.)
