Returned Goods
These are goods that have been rejected by importing country authority at point of entry and returned to Australia.
Establishment requirements
Meat establishments require an approved re-entry of exported goods program for customs/quarantine to release returned product to be held at an establishment (AQIS Meat Notice 2003/04). An approved ‘re-entry’ program is to be included in the establishment details in ER, upon recommendation by an ATM.
Import Requirements (return of goods)
Exporters obligations:
The Exporter is required to;
1. Obtain an Import Permit which must be applied for, prior to importation. Import Permit applications must be sent to the Biologicals Unit, AQIS Canberra office for assessment.
2. Import Permit conditions will require that consignments be accompanied by copies of the following documentation:
a) Bill of Lading for the outward journey.
b) Health Certificate for the original shipment (if originally issued),
c) Return Bill of Lading.
d) Reason for rejection of the consignment.
3. The shipment must be returned direct to Australia.
4. The product is subject to quarantine inspection on landing and must be retained to verify all quarantine requirements are satisfied.
5. All original Australian containers must be intact and seals unbroken.
6. All foods imported into Australia must comply with the provisions of the Imported Food Control Act 1992
Import permit applications may be obtained from www.aqis.gov.au/importapp. Further advice may be sought from the Biologicals Unit, Canberra by email (biologicals@aqis.gov.au), phone (02 6272 4578) or fax (02 6273 2097).
Export Requirements
Re-inspection for EXPORT
The container once cleared is to be; taken to an export registered coldstore / establishment which has an approved ‘re-entry’ program. Product is then inspected and evaluated by an AQIS officer to determine eligibility of product and labelling for re-export to the intended destination
Exporters obligations
For the intended destination of export the Exporter is required to ensure;Notification of reason for non acceptance of shipment by authorities of original destination. Acceptance of intended destination authorities of product to be exported All cartons are marked in accordance with requirements for that destination. That the product was originally sourced from an establishment eligible to produce for that destination. That the product was produce in full accordance for that destination. That through the re-inspection process the AQIS inspector has evaluated the product and verified eligibility. A new RFP is to be; raised in EXDOC in accordance with the requirements for export to the intended destination validated by the inspecting officer as per requirements of the intended destination be complete in details including the new seal number and a health certificate generated.
