Industry Advice Notice no. 2005/15: Citrus Exports to Japan - New and Revised Conditions

This notice is to advise of updated conditions for exports for the Japan citrus market. It highlights the release of two Work Plan documents, (i) approval for exports under Riverland fruit fly freedom area and lists packhouses approved for exports, and (ii) a recent amendment to the Japanese non-actionable pest list.

Work Plans

AQIS has released two updated Work Plan documents: one Work Plan covers in-transit cold treatment requirements, the other Work Plan document covers both on-shore cold treatment requirements and fruit sourced from the Riverland fruit fly freedom district.

Copies of workplans are available from Regional Export Managers and certain grower organisations.

Riverland packing shed approvals

The Japan Ministry of Agriculture, Forestry and Fisheries (MAFF) have approved ten pack houses to pack citrus fruit under fruit fly freedom status. This means that fruit grown and sourced in the Riverland, and packed at the MAFF approved pack houses are not subject to cold disinfestation treatment against fruit flies.

Amendment to pest list

The Agricultural Counsellor attached to the Australian Embassy in Tokyo has notified AQIS that Japan MAFF have categorised several pests, and added these to the list of non-quarantine pests.

These pests were previously listed on a draft notification issued by MAFF, however the Agricultural Counsellor has confirmed the content as final. The list of pests now designated as non-quarantine pests are listed on Attachment 1.

Exporters should consider that live pests intercepted in Australia or Japan will have to be fully identified by AQIS or MAFF, and this may involve delays. If intercepted pests are unable to be positively identified, they will be considered as actionable and treated accordingly.
