The Scheme: Automatic Entry Processing AEP scheme for Commodities
Introduction
Section 66B of the Quarantine Act 1908 (‘the Act’) provides that the Director of Quarantine may, on behalf of the Commonwealth, enter into Compliance Agreements with business entities in relation to the application of quarantine procedures to ‘goods’, which is defined to include an animal, a plant (whether moveable or not), a vessel, mail, ballast water, and any other article, substance or thing (including, but not limited to, any kind of moveable property).
Following consultation with Industry, AQIS has implemented a number of co-regulatory arrangements. The first of these was the Containerised Cargo Clearance (CCC) scheme for FCL/X, which serves to facilitate the clearance of non-commodity concerns for FCL/FCX containers. The next of these were the Automatic Entry Processing (AEP) scheme for FCL and the LCL Packing scheme. All Compliance Agreements have essentially the same structure as outlined in the Compliance Agreement Framework section of the Containerised Cargo Clearance (CCC) scheme for FCL/X.
The AEP for Commodities scheme
The Automatic Entry Processing (AEP) for Commodities scheme extends the non-commodity AEP schemes to allow accredited persons to self-direct consignments that have commodity-related quarantine concerns.
The scheme enables accredited persons to direct entries without the need to send documents to AQIS and have one of its officers process the entry. The scheme allows accredited persons to assess documents for commodity concerns, and, on the basis of that assessment, select an ICS processing type that relates to the treatments or inspections required. The accredited person is also able to select the required Quarantine Approved Premises (QAP) for the necessary treatment or inspection.
