Common Non-conformities under the Non-Commodity for Containerised Cargo Clearance Scheme and the Automatic Entry Processing of Commodities Scheme
By entering into a Compliance Agreement with DAFF, the Other Party agrees to operate within the outcomes and requirements of the scheme. Failure to operate within the outcomes and requirements may result in a non–conformity being incurred by the Other Party.
Below is a list of the most common non–conformities under the Non–Commodity for Containerised Cargo Clearance (Non–Commodity for CCC) Scheme and the Automatic Entry Processing for Commodities (AEP for Commodity) Scheme. For further information on each issue, refer to the Process and Outcomes Document (POD) reference listed.

The AEP for non–commodity codes VFP and VFPA can only be used to direct non–commodity components of a consignment for fumigation. These codes can only be used when timber packaging:

AEP for non–commodity codes can only be used for consignment types FCL and FCX. All other consignment types (for example FCX, ISO tanks and Hard Frozen Containers) are out side the scope of the scheme and can not have an AEP for non–commodity code assigned to them. |

Using the DAFF cover sheet to make non‑commodity declarations to DAFF |
The cover sheet used when lodging entries is not considered as an acceptable method to make non–commodity declarations to DAFF. This is because this document is not covered under the Minimum Documentary Requirements Policy. The only way to declare to DAFF that there are non–commodity documentation concerns or if the consignment is not being unpacked in a metropolitan area is to answer NO to the second non–commodity declaration question. |

If a potential non–conformity is detected it is reviewed against the Scheme requirements as outlined in the Scheme policy documents. From this review, if it is determined that a non–conformity has occurred, an increased review rate may be imposed in accordance with the Scheme General Policies. DAFF will advise the Other Party, in writing, of the outcome.
