Pre-Border Quarantine
Australia’s approach to quarantine incorporates a variety of strategies and initiatives aimed at addressing quarantine risks through pre-border and post-border activities. Pre-border cargo quarantine arrangements play an integral role in the quarantine process by mitigating the risks associated with consignments prior to arrival in Australia.
The 1996 review of Australia’s quarantine policies and operations, Australian Quarantine a shared responsibility: The Nairn Report, recommended that AQIS work towards keeping quarantine risks offshore. The Government accepted the principles put forward by the review panel and began the process of integrating pre-border activities into AQIS operations.
Offshore Scheme Management
The ODU is responsible for the development and implementation of agreed arrangements to reduce quarantine risks associated with particular goods or activities. To achieve this, AQIS is working with industry clients to provide a reduced level of quarantine intervention for commodities with demonstrably lower quarantine risks.
The ODU is currently responsible for implementing and managing several pre-border schemes as a part of AQIS’s Pre-Border Package. This includes the Australian Fumigation Accreditation Scheme, Ethylene Oxide offshore treatment provider scheme and the Gamma Irradiation Offshore Treatment Providers Scheme.
