High Volume Low Value HVLV Clearances Reportable Documents under Cargo Management Re-engineering

The Australian Quarantine and Inspection Service (AQIS) has recently revised clearance arrangements for High Volume Low Value (HVLV) consignments (defined as Reportable Documents in the Customs Act 1901) reported through the Customs Integrated Cargo System (ICS). 

  • When HVLV consignments/reportable documents are reported through the ICS, a Cargo Release Form is issued to permit movement of the consignment to a nominated HVLV Quarantine Approved Premises.
  • Movement of the HVLV consignment to a Quarantine Approved Premises is subject to the Premises complying with the following:
    • the Quarantine Approved Premises Criteria Container and ULD Deconsolidation, Inspection and Treatment Category 1.3 Revision date 29/05/05 and/or
    • the Quarantine Approved Premises Criteria - Container and ULD Deconsolidation, Inspection and Treatment - Category 1.2 Revision date 29/05/05
    • an AQIS 44B(7) Permission.

 44B(7) PERMISSION:

  • Pursuant to subsection 44B(7) of the Quarantine Act 1908, a 44B(7) Permission is issued to Quarantine Approved Premises that comply with the revised Category 1.2 and or 1.3 Criteria, which will permit the removal of HVLV goods imported into Australia and reported to the ICS, from the airport to a premises approved by AQIS, for the purpose of holding the HVLV goods for AQIS inspection.
